Supports BMOs overall government affairs efforts through strategic engagement with elected officials, their staff and other key government stakeholders so that BMO has a voice in public policy. Applies experience, knowledge and existing relationships to developing policy positions and direct advocacy on behalf of the bank. Manages a wide range of issue areas, drawing on expertise within BMO business lines to identify opportunities and potential risks within emerging or existing government policies and legislation.
- Support BMO’s overall advocacy strategy through direct engagement with federal officials in the legislative and executive branches.
- Builds effective relationships with internal/external stakeholders.
- Elevates BMOs presence in among federal government stakeholders.
- Interacts with key industry associations as both a source of research and policy expertise and to advocate on behalf of BMOs positions to influence industry peers.
- Manages resources and leads the execution of strategic initiatives to deliver on business and financial goals.
- Maintains relationships with BMO leaders, identifies opportunities for leaders to engage with government stakeholders where appropriate.
- Assists in developing and supports the strategic goals of the overall U.S. Government Relations operation, ensuring the alignment of messaging and advocacy efforts.
- Conducts independent analysis and assessment to resolve strategic issues.
- Foster C-suite level relationships and support engagement with federal officials.
- May represent BMO’s position and business interests to specific stakeholder industry/market/government organizations.
- Manage internal working groups of subject matter experts and legal representation focused on key issue areas as needed.
- Collaborates across BMO to develop communications strategies and ensure consistency of messaging, in order to positively influence or change behavior.
- Manages PAC distributions in their portfolio, including development of an annual budget and justification of projected contributions.
- Supports U.S. Government Relations PAC recruitment efforts across the bank.
- Conducts independent research and analysis on existing and emerging government policies.
- Breaks down strategic problems, and analyses data and information to provide governmental relations insights and recommendations.
- Executes work to deliver timely, accurate, and efficient service.
- Operates at a group/enterprise-wide level and serves as a specialist resource to senior leaders and stakeholders.
- Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
- Implements changes in response to shifting trends.
- Broader work or accountabilities may be assigned as needed.
Qualifications:
- Typically 7+ years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
- Undergraduate Degree in Political Science, Business, or Public Affairs is preferred.
- Experience in a Capitol Hill or federal executive branch role and / or working with such officials.
- Understanding of the financial services industry preferred.
- Deep networks and relationships, with experience representing organizational interested in front of legislative and executive policymakers.
- In-depth knowledge of government / legislative decision-making processes, behaviors and cultures is required.

Base pay salary range for this role located in Washington DC is $142,750.00 - $275,000.00 USD
Salary:
$100,000.00 - $185,500.00Pay Type:

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
