RTX is looking for a talented Associate Director-Cloud Sourcing to partner with the digital infrastructure and application organizations to drive public and private cloud solutions. You will have in depth knowledge of cloud services such as Amazon AWS, Microsoft Azure, Oracle Cloud and on-prem cloud solutions. Furthermore, you must have relevant experience in supplier management.
You will draw from past experience in contract negotiations and project management skills to lead the coordination, communication and integration of suppliers to support the achievement of technical, financial and performance objectives. You should understand cloud provider’s products and develop various strategies to drive year on year cost savings.
An understanding of the end-to-end procurement process, from contract negotiations to requisition and PO placement is needed for this role. You must have excellent communication and presentation skills, with the ability to develop effective presentations and present to leadership and peers.
What You Will Do:
- Strategy Development & Negotiation:
- Identify cloud migration opportunities and support optimization efforts
- Track & enhance cloud migration plan at regular intervals with focus on savings, synergies across BUs, efficiency and speed
- Build a supplier strategy, lead and manage negotiations for Cloud contracts to ensure favorable terms and conditions to achieve of technical, financial and performance objectives for RTX
- Scope: Public and Private cloud services and related software tools
- Supplier Examples: Azure, AWS, Oracle, etc.
- License Types: Experience with various forms of cloud services, licensing methodologies and complex pricing analysis
- Business case analysis: Review and incorporate supplier landscape alternatives
- Contract Review & Drafting: Review, draft, and revise a variety of contracts
- Collaboration: Lead a team and work closely with internal stakeholders including partnership peers, legal, finance, cyber to align contract terms with company objectives
- Vendor Management: Manage relationship with suppliers ensuring adherence to agreed terms, quality, and opportunity development
- Establish supplier engagement plans and enforce overall governance within portfolio
- Develop and manage an integrated master schedule of engagements, renewals, RFQs, etc.
- Facilitate supplier performance reviews, benchmarks & reporting
- Risk Management: Identify and mitigate potential risks in contracts, ensuring compliance with legal and regulatory requirements.
- Supports the investigation, negotiation and favorable resolution of disputes with suppliers
- Managing Software audits
- Documentation: Maintain organized and accurate records of all contract negotiations, drafts and final agreements
- Market Analysis: Stay informed of industry trends, regulatory changes, and best practices in cloud contracts
- Continuous Improvement: Recommend and implement process improvements in deal tracking (savings, risk, metrics) and contract management to enhance efficiency and effectiveness
- Leadership reviews: Develop executive level analysis & presentations
Qualifications You Must Have:
- Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experience or in absence of a degree, 16 years of relevant experience
- U.S. citizenship is required, as only U.S. citizens are authorized to access the financial management system due to government contractual requirements
- Over 15 years of experience in Sourcing and Procurement Management, including 5+ years specializing in cloud procurement, with technical expertise of cloud provider capabilities and licensing models.
- Proven ability to negotiate complex cloud and infrastructure contracts, delivering sustained cost savings while aligning technical requirements with contract performance and financial goals.
- Strong proficiency in end-to-end procurement processes, contract drafting, and vendor management, with the ability to manage priorities, resolve issues efficiently, and drive business outcomes in dynamic environments.
- Requires deep management and leadership knowledge to lead cross-department project teams or manage across multiple related departments.

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels.
