About this Position
This position supports our Technology Governance & Risk team which performs an integral first line risk & compliance function to support our Global Technology organization. Serving in this position will help Global Technology meet our internal and external compliance obligations, which are driven substantially by our internal policies & programs, regulators, and customers. This position will lead all aspects of diverse technology projects, products, or programs, with focus on technology recovery and resiliency. Typically involves multiple disciplines within the IT/Software function. Utilizes expertise and leadership skills to direct staff and resolve issues so that the product, or program goals and requirements are met:
- Plans, monitors, and manages internal program and supporting projects from initiation through business value realization.
- Drives benefit achievement by leading project initiation, planning, solution design, and build and by measuring key performance indicators and solution adoption.
- Monitors market changes and stakeholder needs; recommends plan adjustments to meet changing needs that optimize costs, benefits, and speed of delivery.
- Manages program team, vendors, schedule, and budget.
- Partners with the business to ensure program, team, and budget are focused on the right initiatives.
- Proactively crafts feasible solutions to combat risks and issues.
- Exercises sound judgment balancing risks and making prompt decisions in ambiguous or difficult situations.
- Trains, coaches, and mentors program team in execution methodologies and promotes adoption of best practices.
- Applies enterprise execution standards across a variety of methodologies such as Agile, Waterfall, Six Sigma, Lean, Kaizen, etc.
- Delivers insights across programs into dependencies, resource constraints, and risks and drives appropriate mitigating actions.
Role Summary
- Serves as the end-to-end program lead for technology recovery and resiliency, including large-scale, high-value, and complex projects and operational support that span multiple business units.
- Drives benefit achievement by leading program initiation, planning, and solution design and build and by measuring key performance indicators and solution adoption.
- Engages other colleagues/resources and assigns appropriate responsibilities to support achievement of program and project plan(s).
- Independently applies expert, specialized knowledge of advanced methodologies, selecting and applying high-level project management tools to conduct analyses, reporting, and related activities for assigned projects.
- Contributes to the development of internal protocols and processes used to carry out program management work, often recommending innovative or cutting-edge ideas.
- Responsible for program management activities, including contingency/dependency tracking, status reporting, issue/risk identification and tracking, scope management, estimation, and internal/external stakeholder management.
- Provides oversight to workstream/task leads within the program; resolves any escalated project risks, issues, and dependencies.
- Manages the overall scope and timing of the program, ensuring delivery is on time and within budget.
- Regarded as the expert in their particular job discipline within the T. Rowe Price Business Unit
- Solves unique problems that have a broad impact on the business or organization function
- Contributes to the development of disciplinary strategy within their T. Rowe Price Business Unit; source of authoritative advice on best courses of action in area of expertise
Responsibilities
- Position will lead the technology recovery and resiliency program within Technology Governance & Risk.
- Key focus of this role will be maturing technology recovery and resiliency program to align with modern technology and meet business and regulatory requirements.
- Strong relationship management and ability to drive program through engagement with technology, business resiliency, and risk teams.
- Oversees end-to-end program management activities for large-scale, high-value, and complex programs, with focus on technology recovery, resiliency, and risk, that span multiple business units, with oversight for the full program life cycle.
- Accountable for a program, consisting of a portfolio of various related projects.
- Manages the progress and contributions of workstream leads or subordinate project managers to ensure all activities deliver expected value within committed time frames and budget.
- Manages contingencies between multiple projects and monitors interdependencies and synergies where required.
- Proactively recommends approaches to mitigate contingencies and dependencies within and across programs.
- Builds and synthesizes highly detailed project plans, budgeting and forecasting models, or resource plans requiring significant stakeholder management skills and interpretation of diverse and varied information.
- Monitors market changes and stakeholder needs; recommends plan adjustments to meet changing needs that optimize costs, benefits, and speed of delivery.
- Develops statements of work, stakeholder management plans, guiding principles, project goals, risks, resource allocation, and roles and responsibilities for assigned projects.
- The high-profile nature of assigned projects often requires planning on an enterprise-wide, global scale.
- Secures, leads, motivates, and inspires the internal and external resources required to effectively deliver the program.
- Establishes the program’s governance (e.g., sponsors, approvers, stakeholders).
- Participates in the evaluation, selection, and management of external resources or vendors.
- May require interaction with regulators.
- Provides transparency in project progress and effectively anticipates and mitigates major risks across the project life cycle.
- Proactively crafts feasible solutions to combat risks and issues.

- Manages communication with business unit leaders at a detailed functional level and discusses/resolves issues.
- Works with all required functions and groups to effectively plan and execute the program.

- Trains and coaches project teams in execution methodologies and promotes adoption of best practices.
- Ensures program delivery is in conformance with company methodologies and standards; develops standards in collaboration with management.

- Measures and monitors program costs and benefits, including actual results and forecasts with comparisons to original or baseline plan and updates plans with accurate, up-to-date information in a timely manner.
- Follows financial standards and processes (e.g., monthly external revenue accruals, procurement, and external payments).
- Reports financial information and status to the required executive level.
- Ensures program solution(s) meets quality and reliability requirements and that the launch approach meets or exceeds adoption targets.
- Monitors program results for significant deviations, evaluates options, and takes corrective actions.
Qualifications
Required:
- Ability to effectively partner and communicate to various technical and non-technical stakeholders, including senior leadership.
- Established leadership and relationship management skills with a demonstrated ability to operate at senior levels of a large corporation.
- Demonstrates a strong understanding of technology infrastructure and nuances, including testing, QA, production environment, test environment, engineering, etc.
- Provides a clear and concise explanation of business strategy, technical concepts, designs, or implementations to a non-technical audience.
- Communicates architectural vision to all parties involved in an initiative.
- Understanding of Disaster Recovery from an on-premises and cloud perspective; hands-on experience preferred.
- Familiar with evolving external threat landscape; involvement in identifying/implementing solutions preferred.
- AWS Certified Cloud Practitioner or other AWS Cloud Certification preferred.
- Bachelors degree or the equivalent combination of education and relevant experience AND -5+ years of total relevant work experience in the Financial Services industry with a preference for Asset Management.
Preferred:
- Requires strategic thinking and risk-based decision-making skills.
- Ability to adapt in a dynamic work environment, learns quickly, solve problems, and make decisions with minimal supervision.

FINRA licenses are not required and will not be supported for this role.
Work Flexibility
This role is eligible for hybrid work, with up to three days per week from home.
Base Salary Ranges

$156,000.00 - $266,000.00 for the location of: Maryland, Colorado, Washington and remote workers$171,000.00 - $293,000.00 for the location of: Washington, D.C.
$195,000.00 - $333,000.00 for the location of: New York, California
Placement within the range provided above is based on the individual’s relevant experience and skills for the role. Base salary is only one component of our total compensation package. Employees may be eligible for a discretionary bonus, which is determined upon company and individual performance.
